How to deal with China ???.....Brahma Chellaney

India-China: Let facts speak for themselves
The Prime Minister has underscored concerns over the perceptible hardening in China’s stance towards India. With its defence spending having grown almost twice as fast as its GDP, China is now beginning to take the gloves off, confident that it has acquired the necessary muscle . Rising power is emboldening Beijing to pursue a more muscular foreign policy not just against India, but also in the region extending from the South China Sea to Northeast Asia.

This has been exemplified by several developments — from China’s inclusion of the South China Sea in its ‘core’ national interests, an action that makes its claims to the disputed islands non-negotiable , to its bellicose reaction to the South Korean-US joint anti-submarine exercises in the Sea of Japan. And just the way China has staked its claim to India’s Arunachal Pradesh , it has asserted its sovereignty over Japan’s Senkaku Islands, which were part of Japanese territory all along, even during the US occupation of Japan.

Little surprise then that China’s neighbours are increasingly uneasy about the implications of its growing power. Beijing aspires to shape a Sino-centric Asia, but its actions hardly make it a good candidate for Asian leadership. Leadership can come not from brute force, but from other states’ consent or tacit acceptance.

China’s belligerence, significantly, poses a greater threat for India than for any other Asian nation for several reasons . One, China is mounting both direct military intimidation (as underlined by the abnormally high level of continuing cross-border incursions) and proxy threats against India, including by shoring by its longstanding strategic nexus with Pakistan. Two, the largest real estate China covets is in India.

Arunachal is almost three times bigger than Taiwan. Three, India has no formal security alliance with any other power and thus must depend on its own defence capabilities . And four, by seeking to badger India on multiple fronts, China is signalling that its real, long-term contest is more with India than with the US. The countries around India have become battlegrounds for China’s moves to encircle India . By assiduously courting these countries as proxies in its geopolitical competition with India, China has managed to make deep inroads into India’s strategic backyard — from Sri Lanka to Bangladesh, and Nepal to Burma.

Yet, the world knows more about China’s moves in the South China Sea and East Asia than its actions against India. At international conferences, even some experts on Asia are surprised when told simple facts, such as China’s increasingly assertive claim to an entire Indian state and its cross-border military incursions.


It is now a year since the Indian government put a lid even on the domestic press coverage of the Himalayan border situation. It was in September 2009 that senior government figures, from the PM down, spoke out against the strident Indian media reporting on Chinese border incursions. Since then, sources of information have dried up and newspapers and television networks have carried little news. It is not that the Chinese crossborder forays have ended or even moderated . It is just that Indian media organisations have little information to report, even though the incidence of Chinese incursions remains high.

Suppressing news on the border situation serves no interests other than China’s . It suits the Chinese agenda that the border situation is kept under wraps. Even in the pre-1962 period, India had made the same mistake by playing down China’s aggressive moves along the border. In fact, there are important parallels between the pre-1962 situation and the one now. Border talks have regressed, Chinese claims on Indian territories are becoming publicly assertive and their cross-border incursions are common. In fact, commentaries in military journals suggest that some in China believe that a swift, 1962-style victory in a border war with India is attainable to cut to size a peer rival.

Take another example. It was in June that the Chinese notified their refusal to allow the Indian northern army command chief to visit Beijing. But the Indian side leaked this notification to the press only in late August. It is still unclear what has been India’s response to the snub. Beijing has said flatly that it “has received no word that India has stopped military exchanges between the two countries” .

In the midst of such developments, the Indian external affairs minister gratuitously reiterated on August 21 that Tibet is “part of China” . That the Tibet issue remains at the core of the India-China divide is being underlined by Beijing itself by laying claim to additional Indian territories on the basis of alleged Tibetan ecclesial or tutelary links to them, not any professed Han connection.

There is absolutely no need for India to periodically renew its commitment to a ‘one China’ policy when China not only declines to reciprocally make a ‘one India’ pledge, but also mocks at India’s territorial integrity openly. Little thought has been given that by bringing India’s Tibet stance in complete alignment with China’s , New Delhi has undercut its own leverage while boosting China’s .

Without contributing to the rising tensions with China, India has to gently allow facts to speak for themselves — whether on the border situation, Tibet’s centrality or China’s overt refusal to accept the territorial status quo. Facts indeed are an anathema even to schoolyard bullies. By not hiding its intent to further redraw the frontiers, Beijing only highlights the futility of political negotiations . After all, a major redrawing of frontiers has never happened at the negotiating table in world history.

India should learn how Vietnam has managed to turn the diplomatic tables on China by not shying away from spotlighting the latter’s aggressive designs. In the process, China stood isolated at the last Asean Regional Forum meeting.

A stable equation with China is more likely to be realised if India puts premium on leveraged diplomacy and avoids a trans-Himalayan military imbalance. More broadly, China’s trajectory will depend on how its neighbours and distant countries like the US manage its growing power. Such management — independently and in partnership — will determine if Chinese power does not slide into arrogance.

US the wrong place to go to talk about Pak terror

The Chinese fooled even Nehru, for, he called all such incursions cartographic aggressions-Nehru was a master of words, for didn’t he spend time in Eton and Cambridge, where such words are coined?-meaning they were no problems at all and not worth fighting over. The Chinese didn’t think so. They may have invented paper two thousand years ago, but they have more faith in their armies than that in their fancy paperwork.

Our friend, Home Minister P Chidambaram is back from the US after reporting to his bosses over there that Pakistan is not behaving properly and India is deeply dissatisfied with progress of ‘investigations" into 26/11 supposed to be conducted by Pakistan. Read that sentence again and you will start laughing. Firstly, it was the Home Minister who was reporting to Washington, not the Foreign Minister. Now, why should a home minister, or any minister for that matter, report to anyone outside the country? Are we a colony of the United States? Do we have to report to them every now and then as the Viceroy used to do to 10 Downing Street from time-to-time when we were indeed a colony?

Then comes the bit about investigations. Who says that Pakistan is conducting investigations? The Pakistan government’s writ does not run beyond a few miles outside Islamabad. How long since we had any news about Asif Ali Zardari, who is supposed to be Pakistan’s President? Is he still alive, maybe reading that book about Jinnah by his favourite author, or has he been bumped, as most Pakistani presidents are? And if he is out of action, who exactly has taken his place?

The fact is that if Chidambaram was in the US to complain about Pakistan, he went to the wrong place. Pakistan, the little bit that still exists on paper, and America are allies, and have been allies ever since the birth of that country. The two allies collaborate closely on everything from nuclear energy to missiles, and while Pakistan pretends to fight the terrorists, America pretends to believe it is really doing so. America has had bases in Pakistan for the last 50 years and will continue to do so till kingdom come. And currently it provides a big base for their forces in Afghanistan.

In fact, Barack Obama has realised that he has lost the fight in Afghanistan and the American people are tired of sending their young men to fight all over the world from where they return home in caskets. They do not know why they are fighting in Afghanistan just as they did not know why they were fighting in Vietnam. The Vietnam war was over long before it was officially declared closed and so is the Afghan war. Actually, almost the whole of Afghanistan is now under the Taliban, except a few bits around Kabul and it is a matter of time before that falls too.

When Chidambaram goes to Washington to complain against Pakistan, he will be complaining to the wrong party, for, as I said, Pakistan is an ally of America, and nothing happens in Pakistan without the knowledge of the United States. I am quite sure Washington has a copy of the list of complaints he has taken with him. America is not a neutral party in the affair; it is very much involved in everything that is happening in Pakistan. If Chidambaram does not know this, he has a great deal to learn, just as he had a great deal to learn about finance when he became Finance Minister. If Chidambaram is so keen on the Washington trip, let him have one, but let him not pretend that he is doing anything useful. The Americans in the State Department, or to whoever he will be reporting, will be laughing behind his back and saying under their breath what a foolish lot Indians are, as our minister goes from office to office asking for a hearing.

Then there is another colleague of Chidambaram’s in the cabinet, the so-called Minister of External Affairs, so-called because we rarely hear about him, and who, one would have thought, would be doing what Chidambaram proposes to do. But SM Krishna, that is what his name is in case you do not know, seems to be the least informed Foreign Minister in this part of the world. He told reporters in Delhi that the India-China border is the most peaceful around India and our relations with China have never been friendlier.

You can say that again. Krishna feels that China’s incursions into India-and this is what our air force has said in so many words-are no incursions at all and in any case, there is a committee of experts to look into such problems. "I don’t think", said the man who is more interested in his wardrobe than in the goings-on in Ladakh, or wherever it is that the Chinese are massing, and called for his tailor to stitch another band-gala for his next outing in, where else, Venezuela.

If small-time committees could tackle problems of incursions, you would not need armies and navies at all. All wars start when nations intrude, often with their armies, into other nations’ backyards. This is how the Second World War started. Right up to the start of the war, Neville Chamberlain was saying that everything was under control, that all committees, to tackle border disputes were in place, and everybody could switch off lights and go to sleep. Incidentally, Chamberlain was fond of natty suits too, except that they were of the wrong cut, just like Krishna’s suits!

Actually it was Chamberlain, like Krishna, who was going to sleep, while Hitler was cooking up maps and alerting his cronies. Krishna is basically a babu; he thinks that all problems can be solved if you have proper files with proper notings and nothing can go wrong as long as the files are there. And that is precisely what Krishna is saying. He says that there are proper border dispute committees with a joint secretary, a deputy secretary and maybe a couple of peons, and as long as they have not reported anything, everything is fine. And if the Chinese are really intent on creating trouble, they will first inform the committee-in triplicate-and then we shall see what to do.

They came over the Himalayas, firing from all sides, and in no time at all, had Nehru running for cover, looking for help. And there was no trace of the border committees and, of course, Nehru’s faithful but useless servant, Krishna Menon.

We have another Krishna who operated from Maurya Sheraton at a cost of Rs one lakh per day, and he is going about mumbling the same nonsense. Surely, the least Manmohan Singh can do is get another foreign minister and send this Maurya Krishna back to wherever he came from!

China: An enemy at large

China is no friend of India. According to China expert Gordon Chang, author of The Coming Collapse of China, "China sees India as an adversary and wants to destabilise it". According to him, "China has supported terrorists who operate in India and China transferred nuclear weapons technology to Pakistan to keep India in check." The closer Pakistan is at the breaking point, the more China will try to encircle India by making friendly overtures towards India’s neighbours.

Does anyone remember the time when India was forced to take action against Pakistan forces in East Bengal as millions of refugees began to pour into West Bengal following the revolt of Sheikh Mujibur Rahman against Islamabad’s military misrule? Forced to take military action, India stormed into East Bengal and defeated the Pakistani Army and took 90,000 Pakistani soldiers as prisoners-of-war. It was at that time that one of India’s worst enemies, US Secretary of State Henry Kissinger, tried to persuade China to attack India.

The same story at a different level is being enacted now. Pakistan itself is in deep trouble. It is scared that India may take advantage of its current situation and amass its troops along the Indo-Pak border. Pakistan, under pressure from the US has withdrawn a sizeable segment of its forces from the East for action against the Taliban in the West. Pakistan is afraid that India might take this opportunity and invade it. In the circumstances, the Pakistan Armed Forces must have persuaded Beijing to indulge in illegal activities along the Sino-Indian border to distract the Government of India.

According to the Indian Army chief, there were 21 Chinese incursions in June, 20 in July and 24 in August. Between 2006 and 2008 Chinese intrusions doubled from 140 incidents to 270. These are obvious tactics, but they should be taken seriously. For Shri SM Krishna, External Affairs Minister, to play down the aggressive tactics employed by China in the Ladakh region by saying that the Sino-Indian border is "most peaceful" fools no one. Shri Krishna may be playing the diplomatic game but either he is unwilling to read up on history or is ignorant of how China betrayed India even as Nehru and VK Krishna Menon were espousing Hindi Chini bhai bhai.

The United States can do nothing. Either it doesn’t want to or is incapable of taking China on-a nation to which it is deeply indebted. It is shocking to think that it is beholden to Pakistan for containing the Taliban.

To see the United States, the only Super Power on earth grovelling at the feet of Pakistan and promising it $7.5 billion in aid over five years, most of which goes into the pockets of the Pakistan Army, is unbelievable. An official US agency had charged Pakistan with misusing American aid to fight the Taliban by spending the money to buy arms to fight India. And now, to top it all former President Pervez Musharraf has himself admitted that Pakistan has been freely using US aid to strengthen its defences against India. In an interview he even went so far as to say that he did not care whether the US would be angered by his disclosure. Pakistan gets its arms practically free. India has to spend billions to match Pakistan’s offensive capabilities. The US is thus enforcing an arms race in South Asia to India’s detriment.

With the United States as ‘friend’, India does not need enemies. China is trying to keep India in perpetual fear of war and has had the impertinence to warn the Dalai Lama not to visit Arunachal Pradesh and especially Tawang. It is here that Dalai Lama halted in 1959 when he escaped from Lhasa. He has close links with a monastery there and he has every right to visit it. China’s remarks must be treated with total disdain. If once India gives in, China will misunderstand it as weakness and seek to make more demands.

Already there is a general feeling that India is weak-minded and can be easily threatened to submission. Delhi should not give the wrong signals. At the same time, Pakistan’s provocative act of firing rockets across the Wagah border calls for instant reaction. This also is a deliberate attempt to see how far Pakistan can go before Delhi reacts. The suggestion must have come from China. One sees more than a similarity between Chinese incursions in Ladakh and Arunachal Pradesh and Pakistani infiltration into Indian territory. The United States can be of no help either way. It has been consistently unreliable in the last four decades. The disgraced Pakistani nuclear scientist AQ Khan has revealed that Pakistan was ready to test a nuclear bomb as early as 1984 as the US was inclined to overlook its clandestine atomic programme in the initial years, due to Islamabad’s involvement in the US-led war against the Soviet presence in Afghanistan.

The US even looked the other way when Pakistan bought 200 anti-aircraft missiles from North Korea during the Kargil War and the dollars came from US aid. Even when North Korean engineers came to visit the Kahuta nuclear plant in Pakistan quite openly, the US had nothing to say. A Q Khan got away, as they say, with murder. He could do anything illegal like supplying equipments to Iran or Libya and no questions were asked. The current Pakistani attacks have not brought out one single protest or warning from Washington. Obviously, as Gordon Chang says, everybody is aware of America’s current problems which prevents Washington from taking a strong stand.

Apart from ‘invading’ Indian territory, China is becoming a host to terrorists. What arms, for instance, was a China-bound UAE Air force plane carrying when it made an emergency landing in India? At first the pilot lied about the cargo. When its real nature was discovered, there were red faces. For whom were those arms meant for? Certainly not for China? They are obviously intended for terrorists who have been given shelter in China and who make occasional forays in North East India. Shri Krishna may not want to show his hand but if he really believes that the recent incidents are not a cause for concern, India is going to be in real trouble soon. The time is ripe to tell both Pakistan and China that there is a limit to India’s forbearance and they had better beware. Barbarians do not understand politeness. They understand power and the willingness to use it. Shri SM Krishna must think again. India has paid dearly for pussyfooting in the past. It would be foolish to repeat the performance all over again.

Incursion indicates China's unease over India's rise: US Experts & Also Publicś Opinion On Public Platform

A US think-tank has said that China’s recent aggression on Indian border is direct result of Beijing’s "nervousness over India's rise."

"Well, I think China is becoming increasingly nervous about India's rise. It's something that they have to deal with that perhaps 10-15 years ago they didn't believe was something that was necessary to focus on," said Lisa Curtis of the Heritage Foundation.

We saw this when they to tried scuttle at the last minute, the civil nuclear deal at the Nuclear Supplier Group meeting last year and so that was sort of an indication that China is not completely comfortable with India's rise on the world stage," said Curtis.

Recently, two soldiers of the Indo-Tibetan Border Police (ITBP) were reportedly injured in firing from across the border on the Line of Actual Control in Arunachal Pradesh.

India, however, denied that two of its border guards were injured in firing by Chinese forces.

Curtis said both the sides were mutually mistrustful of each other on the border issue.

"The border issue has lingered for a long time and I think both sides created mistrust on both sides. Perhaps since China is dealing with its internal issue, it has not been interested in completely resolving the border issue but that said. I do not think so either side is interested in any kind of conflict. But I do not see the negotiation moving forward either," Curtis added.

India and China fought a short war in 1962 and, despite burgeoning trade in recent years, mistrust remains.

The two countries have faced off at multi-lateral forums, including Chinese objections to a 60 million dollar Asian Development Bank loan for a project in Arunachal Pradesh.

Reports of Chinese "incursions" have become more frequent of late.

Army launches annual maintenance of forward posts

The Indian Army has launched a massive effort at strengthening forward posts along the Line of Actual Control (LAC) with China, which they described as "routine."

The effort, aimed at operational alertness and kick-started this week, comes at this time annually just before the weather gets worse during winters.

"Nothing much should be attached to this effort, which is carried out annually for maintenance of the forward posts before the weather makes it impossible. This is a matter of routine," Army sources said.

The effort will go on for a month and for the purpose, the Army has employed about half of its strength posted along the 4,057-km-long LAC in Jammu and Kashmir, Himachal Pradesh, Uttarakhand, Sikkim and Arunachal Pradesh in active duty, they said.

This maintenance effort comes at a time when there have been reports of incursions by Chinese troops in Chumar region of Ladakh in Jammu and Kashmir where they brought in a military helicopter to air-drop food cans and painted Mandarin letters on some of the stones to lay claim to the territory.

These incursions, the Army had said, were "nothing unusual" due to differing perceptions of LAC on both sides.

Other media reports of Chinese fighter jets violating Indian airspace and firing at ITBP jawans in Sikkim and Arunachal Pradesh in the last three months have been denied by the government.

I prefer to see a determined and solid counter reaction from India to China, which keeps the entire Indian nation joy. To be honest, in any case of eventuality like a Chinese attack into India, Iam sure that whole Indian people would be there with Indian Army, the defence forces. Is there any doubt on that? But the basic things, to prove to the people, that India Govt. looks and is caring for its people, that is not yet conveyed to the people of India. Just protest with media, is not the answer at all. When do we think we cn change our policies?

How to handle China?...Public Platform !

Now, it’s the time to act. It’s enough and India should not take it lying down. India’s prestige is at stake and we just can’t be bullied by China anymore.

It’s indeed shocking and daring on the part of a Chinese strategist who asserted that India should be broken into 20 to 30 independent states with the help of the ‘friendly countries’ like Pakistan, Bangladesh, Nepal and Bhutan.

We need to remind these Chinese that India has come a long way since 1962. The message needs to be sent loud and clear. India needs to have a well-planned strategy to counter the evil designs of China. We need to be pro-active and must consider all possible options to thwart any aggression on the part of the Chinese.

India would do well to corner China globally. We should weigh the pros and cons of whatever action we might contemplate against China.

1) Align with America and try to isolate China globally

2) Use Dalai Lama and Tibet issue to keep China in check

I feel a combination of the above stated action points should be put together to evolve a broad strategy. China's advantage with respect ot other countries lies in its massive economic strength which is fuelling its military upgradation. India will have to improve its economy. But this will not be enough. We need to form a string of alliances with countries like Japan , Australia and even vietnam. Then we should have a strategic alliance with USA. All these steps will be opposed tooth and nail by China's proxies in India, but we have to push on regardless.We should also allow private participation in our defence industries.

How to deal with China requires careful thought. Bravado , slogans or chest thumping will not help.WE must deal with China the way it has dealt with USA ( remember in 1990's China needed certification each year from US President for trade etc. At present USA is dependent on China for credit- China holds trillions in USA govt debt instruments). WE need to work hard and be disciplined to strengthen our economy,defence both internal and external,scientific research and education systems and society at large (no internal divisions).Then think of tackling China . Probably it may not be necessary then. Germany and Sweden are few countries who are not members of UN security council etc but in their quiet way keep working hard and you don't hear any body making disparaging remarks about those countries.Hard work and discipline.

India should be ready to improve herself from inside which includes castism and racism. Everyone has to take onus to work for India not for themselves, community, religion, state and if some space left then they think about country. India should open manufacturing units in different segments and provide work to the unemployed population, it has to be controlled by semi-government organization. Be a good ally with South korea, america, taiwan, japan and other countries who doesn't have good or strong relation with china, which mean very good foreign policy and diplomacy. China is one country which has boundary problems with every neighbor. Koreans, Indians, Japanese, Vietnam, Thai, Koreans, Tibetians, Taiwan, and so on. China is a loosely conglomerate of many ethnic communities, many languages, dialects, people, religion, etc. They know that they have to keep pushing the people down, aggravate countries like India who have no foreign policy on how to handle it, bribe parties like CPM and CPI who can be their paid agents in India, play with human rights and they can keep doing it as long as American customers and others worldwide gets cheaper products from them. So how should India handle them? Easy...Have a comprehensive policy. We need to have military, politically, tactically handle them. They are emotionless. We cannot show emotions. Sir, With the exception of the first suggestion on aligning with US, none of the other suggestion would work to address Chinese design to break up India. This is real. Most importantly, Indians in general, and the mandarins in South block must see through the Chinese mentality. We have not learned our lessons from the war in 1962 and continued incursions by Chinese in to Indian territory. Unfortunately, Indian politicians and adminsitration has no long-term vision and committment on national security and integrity. Soft paddling with China does not work. They only understand the language of force. we must deal with chinese from the position of strength. External threats can not be handles if we are weak internally. We have not taken any steps for integration of eastern states and Kashmir in to the mainstream. Have free flow of population from other parts of India into these states, allow population from other parts of India to settle in kashmir, handle separatist forces with iron hand (just as the Chinese do) and take national security threats seriously. Only then the external threats can be handled and addressed successfully. Take note that other nations only understand the language of strength. Chinese are not the first ones to learn / start martial arts in the world, but India is. Maha Bodhi, an Indian budhist monk taught martial arts to China and the Shaolin temple was built by the Chinese kings for this monk to teach the chinese in Hennan province. There are many temples, sculptures, artifacts are the gifts of these religious / cultural venture in to this land. Chinese music & arts has quintessentially Indian influence. And the knowledge of science, maths, astronomy & astrology etc are part / essence of Indian vedas, epics, puranas & saints contributed these and many more in Sanskrit language. Yoga, Ayurveda & Kamasutra are not gimmicks and practiced in India & world over. The spirituality, attainment & human life and death were elaborately discussed in these knowledge banks. The words, explanations of aeroplane, sound tracing arrows, the deadly weapons like Brahmastra, the culturing of human embryos outside the body (what has been done to 101 Kauravas in Mahabharatha), leaving one's body and entering of others body by the soul, vidyut (electricity) etc. can be found in Sanskrit literature which has been forgotten in India, but the modern world science have found these things practically. So these knowledge that India had, cannot be said just as fictions. So if China wants to take on India by any dubious methods or spreading misgivings, it will face utter failure. World has to think why India practicing caste system or discrimination in its soil & against its own people. For thousands of years India was facing aggression, invasions for being too good and having ancient knowledge and vast wealth. The enmity and dividing & snatching away mentality of those has divided this country. India is waking up to its past and it will one day rule the world with its knowledge & wisdom as much as in the history by its natural & greatest of great strength, but without force, or aggression and political control. In addtion, all Indic peoples in Pakistan, Nepal and Sri Lanka need to be reminded that they are not Han Chinese but of Indo-Asian racial heritage. China’s Kashmir

In an opinion piece titled “How does China handle its Kashmir?” in the latest issue of Organiser, S Gurumurthy writes: “That China too has its Kashmir and problem with Islamist separatists identical to India’s Kashmir is not widely known. Xinjiang is China’s Kashmir. Xinjiang actually shares borders with Ladakh in India’s Kashmir. China’s Kashmir is physically 100 times bigger than India’s and therefore its problem too is that bigger. Yet many do not know about it. The reason is that China prevented Xinjiang, its Kashmir, from becoming an international issue like India’s Kashmir. Xinjiang, which had a majority Turkish Mulims [known as Uyghurs] in 1949, had a short lived state of East Turkestan. China invaded it, crushed it, won back its territory. The name Xinjiang literally means ‘old frontier returns to China’! See the contrast. A year earlier, in 1948, India almost won back most of the Kashmir from Pakistan which had invaded it, but, voluntarily offered and turned it into an international issue. It was India, not Pakistan, which went to the United Nations; made it an international issue. It is struggling to say it is a bilateral one! Now, on to how China handled Xinjiang, its Kashmir, and integrated it with mainland China.”

He adds: “Xinjiang has a population of 20 million plus. The Uyghur Muslims constitute 45 per cent; other Muslims 12 per cent and Hans 41 per cent. What was the population of Han Chinese in Xinjiang in 1949? Just 6 per cent; in six decades it has risen by seven times. This change did not occur on its own. China did not just trust army or administrative control of its territory in Xinjiang. It trusted only its people. It ensured that the Han Chinese slowly began populating Xinjiang. The result is self-evident. But the 41 per cent Han Chinese population does not include Chinese defence personnel and families, and unregistered migrant Chinese workers”.

He concludes: “Yes China do have problem with Islamist separatists, extremists and terrorists. But it has, by diplomacy and action, kept that an internal problem of China unlike India which has on its own made the Kashmir an international issue. China has changed the religious and political demography of Xinjiang by ensuring that 41 per cent of the province’s population is non-Muslim. Instead of working to change the demography in favour of India like China has done, the Indian government, in contrast, could not even prevent the expulsion of the Hindus from the Valley. While Xinjiang is half filled by Han Chinese, Kashmir is cleansed of the Hindus. With the result, India has to defend Kashmir by the army instead of by the people. Had India followed the policy which Chinese had adopted in Xinjiang, conquering back Kashmir instead of contracting under Article 370 which prevented rest of Indians from migrating to Kashmir, today Kashmir would have demographically integrated with India. India would be dealing with internal riots occasionally like China does; and not face or fight wars with Pakistan and with terrorists everyday. The lesson for India is: demography — religious demographic balance that is in tune with the national mainstream — is the guarantee for the nation”.

Arunachal: Don't sleep, act India act

July: Let's start with a short story. After creating this world and different countries, God was explaining his disciples how he maintained balance. God said, “Africa is rich in natural resources but has climatic variations. America is rich and powerful but there is a sense of insecurity”.

Then he described India as his most prized possession. God said, "This is the most amazing with wonderful people. It has got rich culture, tradition and is blessed with natural resources".

When asked about the ‘balance’, God replied, “Look at the neighbours I gave them”.

India is surrounded by hostile neighbours from all sides. This is a major impediment on the road to progress and prosperity. China is one such problematic neighbour which has been a pain for India.

China wants India to settle the border dispute and has been claiming Arunachal Pradesh for long. China officially claims 90000 sq km of land in Arunachal Pradesh and Sikkim.

Recently, on a visit to Itanagar, PM Manmohan Singh said that Arunachal Pradesh is India’s land of rising sun.

China lodged its protest on Manmohan Singh’s assertion over this claim of India. China has always said that Arunachal Pradesh is part of China.

There have been innumerable provocations from the Chinese in recent past. China even denied a visa to IAS officer from Arunachal Pradesh when around 100 IAS officers were going for official visit to China, sometime back.

China had recently objected to Asian Development Bank (ADB) funding an irrigation project in Arunachal Pradesh which is a ‘clear violation’ of the charter of the multilateral lending agency.

In the middle of all these, silence from Indian side has been baffling. Indian officials are numb and prefer sleeping over an issue which has the potential to snowball into a big controversy in the days to come.

We need to react and react strongly to Chinese. We can’t take this lying down and need to give it back to them.

Tibet suffered and continues to suffer by China. We need to protest against Chinese intrusion in Tibet. India must realise that they have some responsibility towards Tibet. India has failed so far to exert any pressure on China.

Today, we have no support or sympathy from the world on the Arunachal issue. And only we are to be blamed for it.

The first thing which India needs to do is to recognise Tibet as an occupied territory, if not for Tibetans then at least for our sake. It would send across the message loud and clear to Chinese that India would negotiate border dispute with an independent Tibet and not China. We should bring Tibet issue to the center stage.

Indian government has not learnt any lesson from Aksai Chin. The time is running out and the silence from New Delhi can cost us Arunachal Pradesh.

Cheating Chinese: Passing off fake drugs as ‘Made in India’ to Africa & Public Opinions !

NEW DELHI: Are fake drugs manufactured in China being pushed into various African countries with the `Made in India' tag? The Indian government
has long suspected this to be the case, but it now has definite evidence for the first time.

Last week, the National Agency for Food and Drug Administration and Control (NAFDAC) of Nigeria issued a press release stating that a large consignment of fake anti-malarial generic pharmaceuticals labelled `Made in India' were, in fact, found to have been produced in China.

New Delhi has registered ``strong protest'' with the Chinese mission and China's foreign trade ministry, according to sources in the commerce ministry.

India's High Commissioner in the Nigerian capital of Abuja, Mahesh Sachdev, had earlier written to then commerce secretary GSK Pillai, alerting him to the large seizure: ``While this is a case of a Chinese company exporting fake `Made in India' labelled medicines which has been accidentally exposed, it is unlikely to be an isolated incident. Indeed there is no reason for Nigeria to be the only country to be receiving such consignments.''

His letter went on to say: ``Fake foreign-made generics carrying `Made in India' label can do tremendous harm to our interests. It not only dents our image and takes our legitimate market share, it also erodes the distinction between generic and fake medicines that we have been campaigning for at WHO and WTO''.

Commerce ministry sources said: ``We have had many complaints about such fake drugs from China being offloaded as Indian drugs in countries like Ghana, South Africa, Ivory Coast and West Africa — in general, where India has a substantial market share. But so far there has been no formal complaint. This is the first time that such a large international consignment has been seized and this will be taken up strongly with the Chinese side.''

Sachdev in his letter said that he had spoken to the director-general of NAFDAC Dr Paul Orhii who said that the Nigerian preference for generics made such cases of fake drugs more common. He expressed NAFDAC's determination to curb circulation of substandard fake medicines.

India and China have been held primarily responsible for fake drugs in the Nigerian market in particular and Africa in general. About 60% of drugs in Nigeria are imported. Between 2001 and 2007, more than 30 Indian and Chinese companies were banned in Nigeria for exporting fake drugs to the country.

However, Dr Mira Shiva of the Initiative for Health Equity and Society (IHES) told TOI that both India and China being large manufacturers of generics, multinational firms would look to discredit the two countries and label their drugs as substandard, so that they would have greater access to the African markets. She warned against the two countries trying to run each other down before ascertaining the full facts in the case to rule out any orchestration, but added that India ought to be more careful to ensure the quality of the drugs exported as well as sold domestically.

If one goes to Guangzhou, hong-kong or shenzhen (the pearl river delta), one could not miss those super containers being loaded at those docks. Curiosity piques when one sees most of the container destined to Dubai, and labelled Made in India. As much as China is to be blamed for those fake goods being sold under the name of Brand India,I would like to mention here that most of this was started by a few greedy Indian merchants (the so-called merchandisers, import-export businessmen). One does not have to dig deep to understand the situation when in China. Everything happens right there in front of everybody including the Chinese government officials!
